FHCS 2004 to 2002 Comparison

This report presents Governmentwide 2004 and 2002 weighted positive response results for comparable questions appearing in the 2004 and 2002 Federal Human Capital Surveys (FHCS). The 2004 FHCS question wording and numbers are used in this report.

The report also indicates whether the differences in positive percentages for the two years are significant. An up (improved) or down (declined) arrow in the last column of the report indicates there is a 95 percent chance the difference from 2002 to 2004 is reliable and not due to chance (see Are Data Comparisons Significant?).

Policy makers and managers can use this report to track Governmentwide progress in meeting human capital standards and specific management goals. OPM plans to administer the FHCS on a regular basis.
